First off, it can run a better offensive lead set since it learns Stealth Rock, which is always useful. It also has two STABs compared to Rattata's one, which is a huge boon for any offensive Pokemon. Additionally, its STABs have very potent synergy, only being resisted by a handful of uncommon Pokemon and hitting many key Pokemon super-effectively (compared to Rattata hitting nothing with its STAB super-effectively).
