When you change the design of something, you've no longer drawn that thing.
Mawile's jaw is just a pair of horns. To draw it as a functioning mouth is not artistic choice, nor it is the artists depiction.
I couldn't take Harry Potter, make him a tall, fat black woman and claim its the same character, just my depiction of him. Don't be daft.
Do I think Pokemon can come in different colours? Yes. Animals come in different colours, why can't Pokemon. Shiny doesn't count, I'm sure you can find more than black and white cats.
Do those cats have mouths or eyes on their paws? No?
I don't think I could get away with drawing a Meowth with extra mouths on its hands and make out that it was simply my depiction of how a Meowth look's like.
It's a lack of knowing what they're drawing, plain and simple. They didn't research the Pokemon, they just saw it, thought it was cute, made assumptions and then drew it.
