This mewtwo has to meet certain time conditions for wearing the armor and battling with it. Once that is done mewtwo will have a BST point boost in his special attack, Attack and speed that will stay forever. While leveling up to this through the armor it will in its journey to hone its power come across level up moves that make it stronger than a mewtwo without the armor. After a certain point if you try to put the armor on when mewtwo is maxed out it won't train mewtwo any further. Mewtwo in Suppressed power armor form in the beginning stages will be weak enough to play in OU. If you choose to keep your mewtwo there you can go online in OU with it. The 3d model of the trained mewtwo will have a different animation so we can tell which mewtwo it is. You will be able to tell how far along the mewtwo is in its training in armor form. How i'm not sure yet.
You can't mega evolve this mewtwo while wearing the armor because the armor isn't designed to change with mewtwo.
