Let's face it, this guy literally did nothing wrong. Trainers enslave pokemon just to make them fight for their own amusement, at least Giovanni used them for something productive.

I must say, though, the guy is a great leader, beloved by his employees (just notice some Gold Team Rocket Grunt dialogues). He was in his way to meddle into politics (part of one of the League Gym Leaders), but he put his plans into motions way to hastily.

Everything after Silph was the executives' idea, and the Radio Tower takeover was just them trying to call Giovanni.

Broadcasting the evolution signal everywhere would be completely retarded. It's supposed to be a shortcut to strengthening themselves and having evolved Pokemon to sell. Catch a bunch of Magikarp for 2000-4000P, expend some electricity to evolve them all into Gyarados, then sell at a much higher price to make crazy profit or give them to Rocket members to get shit done.

I just realized porygon could only be caught by winning it in the casino, does it mean that team rocket made porygon so they could give to trainers as prizes and all they had to do was just print out porygons at no expense and the money would just roll in... Also they tried to steal Pokemon to make mewtwo because mew was the ancestor of all Pokemon meaning if you have all the Pokemon you could take out sections of DNA and splice it with others to clone a Mew.

Also Giovanni did nothing in GSC it was the admins and a few grunts who wanted him back.
