Sticking with the formula since Gen I like almost everything else, even though it's shit. I remember it had something to do with limitations at the time. Good thing TMs became infinite use, at least. But HMs really have no need to be only forgotten by a move deleter at this point.

Ever since BW HMs are only needed when you want to explore parts of the map that the story doesn't require you to, they aren't roadblockers anymore like they used to be. At most you need to have a pokemon able to learn Surf at some point, but it's not like is a move that hinders your pokemon in any way.

In ORAS this is different of course because it is a remake of R/S and they kept things the same.

Even so; in a worst case scenario, you could just go on GTS and ask for a pokemon that knows surf. Or ask a friend to give you one.

Literally just make badges licenses for each field move. It gives them more time to make more creative environments like Pinwheel Forest or make better locations to explore for rare Pokemon.

Make it so that pokemon can hold HM's and TM's. As long as they're holding the item, they can use the move outside of battle.
