Oak would know where to find them in the wild and there's no apparent reason why he would hinder Red from completing his Pokédex when he was the one who set him to the task in the first place, and as is explicitly demonstrated in G/S/C itself being a Champion grants inherent privileges including access to areas containing rare, powerful Pokémon such as Mt. Silver. Failing all that, he could just trade with someone else for the two he wasn't given.
