Man going back and looking at Gen 1 learnsets is just staggering. Rhydon doesn't even learn a single rock or ground type move in Gen 1. And yes, it does learn both Leer and Tail Whip. Tail Whip at 35, and Leer at fucking level 55.

Game Freak almost went bankrupt to get Pokémon Red and Green out. They also started development in 1990 and ended it in 1995 (original release date: 1995-12-21 but ended up being 1996-02-27).

A lot of changes and inconsistencies are to be expected. For example, the trainers with whips were explained by Sugimori: at first, humans would fight the creatures but they thought it was stupid because that would render the creatures unnecessary.

Why would it have it's hidden ability. Unless it's in the maison or something of the sort NPC's never have hidden abilities, just like you wouldn't while going through the story as well.

You do fight him in the maison but he's a regular trainer, he's just inside the building and you can fight him and rematch him when you want.

you can find wild Pokémon with hidden abilities before post game since BW2 (hidden grottoes). In XY and ORAS you can find them in hordes and in ORAS you can find them with the Dexnav too.

that doesn't change much, Wally isn't a Maison trainer, he's just a rematch that happens to be inside the Maison, and he still has hidden abilities.
And in BW2 there's hidden grottos.
They could even pass it as him "unlocking the potential" of his pokémon or something.
