Can someone tell me why he was in the game files for X/Y?

I was under the impression you could not battle against ORAS with XY using new pokemon

Diancie, Volcanion, Mega Latios and Mega Latias are in XY's files too, maybe they were planned for X and Y but were cut

Dunno, why is Celebi in GS if it was released in Crystal's time? Why is Deoxys in RS when it was released in FRLG's time? Why are Shaymin, Darkrai and Arceus in DP if they were released in Platinum's time? Why are Meloetta and Genesect in BW1 if they were released in BW2's time?

New Pokemon are always put into the first games of the gen. Forms come later because they're add-ons to existing Pokemon or something.

There are a ton of debug items/areas/etc. in the game data. Just because this stuff is in there doesn't entitle you having access to it. Many things aren't meant to be available in the final product, deal with it.

This is like asking why Arceus was in Diamond and Pearl when you couldn't legitimately obtain it.

And you know what, I'll elaborate incase you're serous and still don't get it.

The first games of every Generation have all the pokemon that will be involved throughout the entire Gen. New forms, however, have always been added into later games during a Gen since Gen III. That's why XY have Hoopa and Volcanion, and not the new ORAS forms. The only real question is why the Mega Latis are in XY. We can only assume the stones were planned for XY, but cut during production.

They were cut when ORAS got greenlit during the end-days development of XY because it simply made more sense to debut them in a Hoenn game. Had another Gen 4 occured in which the third version came before remakes, they almost certainly would've been made available in XY-proper.

Also, since every megamon in XY are catchable somewhere in Kalos, I think the Latis would've been version exclusives as well if ORAS wasn't going to happen, otherwise even if the stones we're available, you'd only be able to use them by transferring the Lati
