I run it as an emergency plan to kill threats under trick room, whatever sylveon can't kill mega mawile handles
the rest of the team functions normally outside of trick room to keep things from falling apart when facing counters

hyperbeam used to work that way OP,
it's probably for the best to require the recharge
although if you miss, you can spam it again without delay
