Japanese actually look forward to the filler because it's new material (or at least they did in the previous generation): everyone knows the story because mangas have always wider distribution. It's not like these anymore though, endless anime are reduced to a few (and most of them are original shows aimed at kids), then there's Naruto still doing shameless filler like it is 2001 and One Piece which has no filler but coped with the hideously slow pace.

Again there is no "fixing" the anime, it's perfectly fine as it is because is aimed at fucking kids and for christ's sake kids are dumb. The real question is why we still don't have a more serious anime, which goes directly to the big question of this generation: why GF still ignores the adult fanbase, which one of the biggest of the internet and can be milked way more than kids.
