There, the ultimate speed control
Every team would have to bring a cleric like Chansey to prevent the status onslaught, which is beaten by it if it's already behind a substitute. Also, once it's in, nothing can switch with out being ghost or using its item slot for Shed Shell. Even Heatran won't like the T-wave/Leech Seed shenanigans due to it having no recovery. Rotom-W does nothing to it. It out speeds the Latis and can either paralyze them first or tank a Draco Meteor and lock them into a scarf. I'm sure T-bar would love to switch into that and pursuit spam. It's also hit neutral by bravest bird, which it can cripple with t-wave. Mega Sceptile is really the main threat to it but one can switch or carry hp ice and and take some nice unrecoverable chucks out of their megas health while taking an underwhelming about from Dragon Pulse. Landorus can also counter it in both formes with either u-turn or sludge bomb/wave, but then again, Ferrothorn can disrupt both of those and set up sneaky pebbles if they are forced to switch.
So not overwhelmingly powerful, just broken in synergy with other Pokemon while maintaining the standard and most believable moves of both electric and grass types.
Also, doesn't the stat spread look eerily like Jumpluff's?
