Crippling the game by throwing in exclusive pokemon or mons that only evolve by trade simply means that you have to buy two versions and two handhelds just to access all the content that's already in each game.
In a way, this makes Pokemon one of the forerunners of handheld DLC.
Sure, someone else can chip in and buy the other game/handheld, but there's no guarantee that they won't just buy the same version because they like the mons in it, too.
