they have highly irrelevant dex numbers and aren't even popular enough to warrant knowing the dex numbers of. Pikablu wasn't even widely used competitively until this gen and you never caught Togepi in the wild until many generations down the road, so you couldn't see its pokedex entry and number unless you were scrolling through the thing for some reason in your free time. You'd have to be bored in a video game you're playing because you're bored.
Gen 2's birds and Celebi maybe because it's just 251, and then subtract until you get the bird you want, but then you hit tyranitar and can't be assed to remember to do that along with remembering if fire dog or thunder dog comes first, backwards, after skipping slots for non-legends entirely arbitrarily.
Same for Gen 1 legends who aren't #151 and 150. I would've thought 144 was Chansey or Kangaskhan, not Articuno.
