I’ve thought about it a bit, and tried to figure out the purpose of baby Pokemon, since no-one seems quite sure about that, and I’ve come up with a few categories :
>Babies of cute / popular PokemonSo, this is Pichu, Igglybuff, Cleffa, Azurill, Happiny, possibly Wynaut if the anime had an effect. These guys got babies because they're cute, so let's make the even cuter. Possibly also Budew?
>Pokemon whose evos look too grown-up to be babiesSmoochum, Elekid, Magby, Mime Jr, possibly Bonsly. Mantyke too, because Mantine has (or used to have) Remoraid on its underside that couldn’t just magically appear when it was born.
>Rare PokemonMunchlax serves a purpose : it'd be weird to just have a route full of a one-off Pokemon like Snorlax. So Munchlax makes it readily available, without Snorlax feeling less special. Bonsly might be said to work in the same way.
You could also maybe put this as the logic for Chingling, Wynaut, and Happiny They're not event Pokemon, but their evolutions are supposed to be really rare, so the babies are another easy way to get them.
>Introduced in the same gen as their evolved formTogepi, Riolu - not much to say here. There's no real reason for them to be babies, but they are, because it's cute. They were both also pushed really heavily with marketing. Coincidence? On that note, why isn't Zorua a baby?
