It doesn't need to outspeed everyone, especially when it's not that frail, has intimidate and has one weakness. Pokemon are supposed to have downsides. Extreme Speed is just unnecessary.

Gyarados has a great synergy with its dark type as the regular form can switch into things that kill Dark. Luxray doesn't.

Give it the MegaHera treatment. More balk and a shitload of power in exchange of speed. As a matter of fact, Luxray and Heracross have somewhat similar stats (except Heracross is faster and has more Sp.Def, while Luxray has way more Sp.Atk), so it isn't such a bad idea.

How about this:
Luxray @ Luxranite
Electric
Tough Claws or Strong Jaw

HP: 80
Attack: 120 -> 170 (+50)
Defense: 79 -> 114 (+35)
Sp. Atk: 95 -> 85 (-10)
Sp. Def: 79 -> 114 (+35)
Speed: 70 -> 60 (-10)

Give it Fusion Bolt or buff Wild Charge for everyone and you have something interesting for Sticky Web teams.
