that's their usage from last month. they are close but not quite there, so they'd need to have seen much more use throughout april to pull them up. whimsicott has been hovering around borderline uu since late xy, so it eventually going up would be more surprising than not given how long it's hung about the cutoff.
also scrafty doesn't learn gunk shot, only poison jab.
most likely rises to uu will be doublade, cresselia, heliolisk and abomasnow (first three are pretty much guaranteed). combined with the drops of kingdra, noivern, scrafty, flygon and potentially trevenant, ru is going to have a massive shake up in a few days time. which will be good. stale metagames are, well, stale.
