There are different AI settings. I don't feel like extracting the narc and loading up the trainer editor for bw2, but it's probably very low for the rival in the beginning of the game and gets higher over the course of the game.

You do know that not only does the post game facility rig the RNG, it also procedurally generates the enemy pokemon's moves and possible abilities and items in a way meant to specifically counter you right? Like an enemy's pokemon will have an undefined item, and if you hit it with a 100% accuracy move that would OHKO it will procedurally generate a bright powder for the pokemon.

Like something that takes into account your pokemon, for example how likely are you going to switch and what for and stuff like that

It'd make the frontier/maison/whatever more interesting imo

There are databases with all the pokemon you can find in tower/subway/maison along with their movesets and items, the only thing that varies are their abilities

AI is shit always has been there has been almost no improvement over the years

List of problems i found in gen 5 and 6

-AI doesn't know how to handle Return/Frustration.
-AI doesn't use Sucker Punch properly. They may use it to KO your Pokemon if none of their other attacks can or if it's their only attack.
-AI does not recognize Storm Drain or Dry Skin Flash Fire Volt Absorb , it will just keep spamming attacks on you
-For some retard reason in doubles Weezing will try to burn is own team mate instead of the opponent
-AI doesn't use the following moves properly: Gyro Ball, Grass Knot, Low Kick,
-AI doesn't recognize contrary keeps using boosting moves on pokes with contrary

For the first or second time, they'll try to keep attacking but when the AI realize it doesn't do damage and their pokemon doesn't have other attack that's not immune they'll switch. Heck they may use ability at their advantage, for instance the AI has Gyarados and see a thunderbolt coming, they'll switch into Lightningrod Manetric. It very seldom to happen however.

Did you check that its partner has Flash Fire, Guts, or any ability that benefits from burn? they probably has that.

nope it has been reported by several people , trying to burn a roserade doesn't not benefit it , same with ferraligator and i have seen doing it several times
