Most importantly, primal groudon actually has some checks. Some of those checks lose to certain sets (e.g. Lati@s doesn't like taking Dragon Tail/Claw and Ho-oh doesn't like taking Stone Edge) but whatever set it runs, something can check it.

This isn't the case with raquayquay. With dual 180 offenses, 115 speed, the ability to hold an item (Life Orb), a 120 BP STAB move with one of the best offensive typings, two good physical boosting moves, and a +2 priority move, it can run a set like DDance/Bird Combat/Extremespeed|V-Create|Earthquake and that set alone has maybe one or two sort of checks, which lose to the SD set.

Yeah primal groudon is super good and undeniably the best pokemon in ubers but Mega Rayquaza is well beyond its level of power.
