You're doing it wrong you piece of fucking shit. Ground is a great type, Dragon is only ever used because the pokemon with the type are broken as fuck in spite of usually terrible typing.

Ice is now weak to water, and Freeze status is retconned to not exist.

Is Ice fixed now? Because let's face it, Ice as a type is inherently broken for the meta, they just have a lot of good pokemon and moves.

Dragon is balanced as it is. If anything its one of the types that should stay away from getting buffs thanks to the amount of high BSTs and spamable high bp STABs that offer great neutral coverage when paired with coverage or secondary STAB to hit Steels and Fairies neutrality.

I'd change rock by splitting the Water and Grass weaknesses between Ground and Rock.

Either Rock is Weak to Grass and Ground is weak to water or the reverse.

Also make Rock resist Ice.

This. It's easy to test if Dragon improves a pokemon rather than making it worse: pick a dual-typed dragon and remove said typing. How does it change? I'm pretty sure mono-ice Kyu-B and mono-psychic Lati@s wouldn't even be OU.
