Gen I had no form to it, drew whatever they wanted it just had to look kid friendly
Gen II had less of the 'just add another head' evolution stuff and now started to try to make sure things looked like pokemon, but still pretty much did what they wanted.
Gen III was when they started making their pokemon more detailed, and started adding more of those random designs on their skin (they like do circles and lines in this gen)
Gen IV started the 'small head and tiny body' thing that was in the other gens but was prominent hear. Did more detail with certain Pokemon, adding attachments like horns and 'bumps' and stuff, more excessive than the previous ones.
Then at Gen 5 it looked as if they took the template for Gen 4's designs and just did it again. Gen 6 felt like they tried to make things less detailed to get a bit more of a Gen II feel, but went around and made things more details (and in my opinion, often overdesgined) for the Mega evolutions.
