It's not that bad (Grass and Rock have more bad dual types for example) but I find it funny.

Just checked all other types with 3 weaknesses. Turns out your statement is horribly wrong in that regard.
Steel - 9 possible dual types with quadruple weakness as was already stated by me.
Dark - 8.
Fighting - 5 (Fighting/Poison, Fighting/Bug, Fighting/Dark, Fighting/Grass, Fighting/Dragon).
Flying - 7.
Ground - 6.
BUG - 6.
Fire - 8.
Psychic - only 3 (Psychic/Ghost, Psychic/Bug, Psychic/Dark).
Dragon - 5 (Dragon/Fighting, Dragon/Dark , Dragon/Grass, Dragon/Ground, Dragon/Flying).

If best competitively, you're entirely wrong.

A fast ice/ground pokémon would be the best thing ever.
Imagine an Ice-Ground Dugtrio. Only relevant weakness would be fighting (fire gets EQd, grass gets ice beamed, water gets freeze-dried, steel gets EQd)

Ghost/Fairy would be OP with Ghost and Steel as it's only weaknesses, a 1/4th resistance to Bug, and immunities to Normal, Fighting, and Dragon.

Steel types weren't all that relevant in gen II. It was just Steelix, Magneton, and Scizor of which only Scizor was of use thanks to baton pass. Other than that all of them would be ohko'ed by most fire types thanks to their higher speed.
