Well it does seem like the new Dragon when your talking about "broken" types. It has better coverage than Dragon, less exploitable weakness than Dragon, has an immunity unlike Dragons who need to rely on a secondary type or ability to be immune to shit, it can even make obscure shitmons like Altaria and Granbull drastically better unlike Dragon. Thats only the type on paper though. The pokemon are a different story, although Xerneas exists to showcase how broken this type can really be under the right stats.
