Out of all the problems Pokémon has, this is one of the most pointless to complain about. Since you never need a full team in-game, wasting two out of six spots on HM slaves is not an issue.

Just teach them the HMs throughout the game. Then when you get to the elite 4, use the move deleter and then teach them TM moves.

Keeping two Pokémon for that specific job is the most sensible thing to do. You can just box them if you feel like you won't need them again.

Maybe for gen 5 where HMs aren't needed. But in stuff like ORAS or earlier games, going with slaves is just being stubborn.
