the band set is easier to counter when you have something faster:

m-aggron also takes close combats quite nicely (and can then ohko with stone edge):
252 Atk Choice Band Staraptor Close Combat vs. 252 HP / 16+ Def Filter Mega Aggron: 120-142 (34.8 - 41.2%) -- guaranteed 3HKO
the scarf set if checked by m-aggron as well and crocune takes everything nicely and can then burn it:
252 Atk Reckless Staraptor Double-Edge vs. 252 HP / 252+ Def Suicune: 145-172 (35.8 - 42.5%) -- 94.5% chance to 3HKO after Leftovers recovery
there are more viable switch ins but i'm too lazy to post them all. staraptor's problem isn't really the lack of switch-ins, it's just the pressure it puts into the meta (which is stupid considering how m-aero, salamence and suicune do the same)
