In OU. In UU he's top tier and on the edge of being banned.

Mega Salamence on the other hand is stronger than even Rayquaza in ubers and outshines the box legends it stands beside.

Stall can afford to run Chansey and doesn't particularly mind getting outsped. The four things that could safely switch into Greninja in ORAS OU had no place on offense or balance because they couldn't keep up momentum.

Still, your post makes very little sense. OU is basically nothing BUT offensive presence, hell, it feels like half of the premier stallmons of ORAS OU have offensive capabilities that would've cowed the the tier a generation or so ago.
The most important ban of Gen VI was the removal of Aegislash, and Stall suffered more from that than any other play style.

only umbreon manages to (barely) do something, and with the recent drop of mandibuzz, it's bound to become outclassed by it

Not really. Heal Bell is pretty useful and it doesn't have the electric or ice weakness of Mandibuzz. Obviously it will fall but it's by no means outclassed
