You know why it rains? Because too much of the cloud turns back into water because of the cold of the upper altitudes and then the water falls out of the sky because it's too heavy.

Where are you getting that? Not a single one of its dex entries mentions anything like that, but do reference that it contains poisonous gases.

The old Official Pokemon Handbook said so, and gave that as the reason for it being drastically heavier than Koffing.

But on the other hand, that thing was full of inaccuracies, so maybe I'm wrong.

Different density, in other words.

Things are buoyant if they have the same or less density than the thing they're floating in.
