Give it a usable ability.
Give it a relevant boosting move.
Give it better stats in general, maybe slightly more speed (it does resist many priority moves).

It still takes a decent speed to make use of Protean, bruh. Otherwise it's kinda pointless.

I honestly think Delphox is already fine and better than let's say Typhlosion, let's wait for a mega evo that for sure can't make a Pokemon worse.

As for the moves maybe Thunder Wave and a debatable Charge Beam.
Hex would be also interesting of it doesn't learn it, same for Pain Split,both moves could get from Ninetails.

Would not mind seeing Ninetails and Delphox being compatible with Deatiny Bond and Morning Sun as breeding moves.
