depends on which game you want to hack. 3ds games are unhackable as far as i know

I'm intending on hacking Emerald, but I was also considering HG, but only if I had a Gen 4 wild Pokémon editor also.

there are lots of gen 3 editors and there are a couple of gen 4 editors as well but it's more tricky since they aren't really programmed to edit specifically this and that but more to look into the code and hack it. there's lots of manuals and online threads about it tho explaining you how to do it

Pretty sure that changing type mechanics requires hex editing, though you can find a bunch of tutorials online.
