This would be perfect for certain things like Conkeldurr and Probably Quick Feet pokes. We just need to nerf Para to no chance of making you lose a turn. After that, all's well.

because it gives water-types literally no reason to use Surf over it, and water-types shouldnt be the ones that do most of the burning in the game. Making Lava Plume a TM or something would have been a much better idea.

Maybe, but a 40 BP move with a 20% chance of a status effect is damn near useless. If you're going to cut Scald's power, cut it to 60 or something and leave the burn chance at 30%. The move loses its reason to be used at all if it doesn't have a good chance of inflicting status.
