Why not? Baby Pokemon are mostly cute and people like cute things. Not everything has to be good in battle.

Also I like the idea of baby Pokemon. It's more logical to hatch something small like Munchlax than something big like Snorlax from an egg.

You can catch Budew, Mime Jr, Bonsly and Chingling pretty early in DP and Budew, Azurill and Mantyke before the 4th gym in XY.

Even the TCG finally got sick of babies a while back. Most of the DPPt babies had their obligatory one card made, then never saw the light of day again. Hell, there hasn't been a single baby Pokemon card made since the HGSS tie-in sets.

You can argue if tyrantrum is a trex or not but Tyrantrum suits both genders fairly well same as Ttar

The way I take it is if someone was playing the game and didn't regularly pay attention to pokemon news, they could be playing a new game and see a cute little pokemon that looks familiar. So you train it and what do you know? It evolves into the cool pokemon you like!

It's also an atheistic choice and I don't really see the problem. It's a mix of filler, the fact that cute things sell, and the idea that it'd be weird for eggs to hatch into large pokemon like Snorlax. I don't know if the idea is useful but they never bothered me and I think there are plenty of Pokemon that should get pre-evolutions in the future.
