Because they know how awesome Ice's offensive prowess is. To balance that, they literally made them glaciers (Slow, maybe good defenses, and a fuckton of weaknesses).

Whereas shit like the Steel type had virtually nothing of notoriety (Oh wow, a solid brick of gallium. How neat. It's so cool using a weaker Fighting-type clone!), yet they had some pretty decent users (Bisharp, Lucario, Cobalion, MAYBE Steelix, Aggron, Empoleon, Magnezone, Metagross, and of course, Aegislash.)

If you want, I'll give you more of my examples on types and how they are. My thoughts on Dragon and Normal for examples

Grass doesn't seem good to break Steel. However, it does need a tremendous buff, because of all the usually-lame ones. (Only standouts in the lineup are Venusaur, Roserade, Shaymin, Jumpluff, Torterra, Sceptile, Ferrothorn, Celebi, and maybe Sawsbuck).

Bullshit, Ice is a great offensive type but it's not like it's so far ahead of other offensive types that it needs to be forever shackled to Pokemon that can't do jack shit with it. Compare Fire, Ground, and Flying: Top-tier offensive types that are damn good defensively as well. At this point in the franchise, there is absolutely zero reason for Ice to be left out in the cold like this.

Something that's capable of punching through solid Rock or Steel is probably going to be able to break through a block of Ice.
As for rocks, and especially pebbles, well, do you live in an area that gets a lot of snow in the winter/in general? Because every time it snows where I live, they send out a fleet of trucks to spread rock salt everywhere and ruin your car's finish de-ice the roads.

at least those powerful bug, flying and fire types get hurt by sneaky pebbles, somewhat balancing things. but in the case of ice, it's just completely unbalanced and unjustified.
they could make a rock type move like freeze-dry and give it to a couple of rock and ground mons if they need the ice super-effectiveness that much.

and yes bug is pretty powerful. take a look at m-pinsir, volcarona, herabro, scizor, m-beedrill, galvantula, scolipede, the list could go on. sneaky pebbles works just fine to check these guys.

Same reasoning behind Kyu-B being OU, but Zekrom being Ubers despite lesser offensive power, Zekrom has an actually usable stab and that makes a big difference

Why does /vp/ need to be spammed by random threads everytime an unofficial community decides on something about their own business? So basically /vp/ shits on TwitchPlaysPokemon and youtubers yet praises Smogon welcoming at least 2 daily threads that can be perfectly discussed on Smogon itself considering how many of said posters are smogonites and have its forum accounts. This is technically advertising in a way or another.

Rock attacks are not that good if you think about it (status moves are handy though). Physical attacks have bad accuracy and the only good special attack is distributed badly. People take them because rock type has amazing coverage.
And this is a reason why other Pokemon use them - for coverage.

Having Bug type is rarely a good thing. If Bug Pokemon happens to be good it is usually because of other things. >>23409563 covered it pretty nicely.
I'll give you two things though - Bug has good resistances (they pair amazingly with Steel types) and amazing moves.

Rock has Terrakion, Mega Aerodactyl, and Rhyperior in the "decent" category. I have no idea why you listed Lapras, it's pretty shit.
Ice and Rock are without a doubt the two worst types in Pokemon, but Rock tends to edge past Ice because it actually has resistances.
