I'll go first with...

>Flygon
Air Cutter
Sand Tomb
Secret Power
Incinerate

He'd trap opponents in a whirlwind of sand with Sand Tomb, to use Incinerate on his foes as his main attack. Air Cutter would be a quick attack for faster aerial threats, and Secret Power would be a trump card to surprise opponents.
