Because of underdog syndrome and the fact that Flygon was there first, although they aren't exactly the same typing. Flygon is secondarily dragon while Garchomp is primarily dragon

I like Flygon's association with sandstorms and how it seems to have more background. It's also more graceful.

I still have no idea, to this day, why Flygon's stuck at base 100 speed. Just give it a +10 boost and it'll be right on its merry way.
