The problem with Stealth Rock is that it was designed to hurt Flying types but it essentially makes it so anyone weak to Rock is a liability, especially stuff with double weakness like Volcarona or Yanmega (obviously discounting cases like Talonflame). The massive amount of Pokemon that can learn it compared to other entry hazards really doesn't help either.
It would be better to either do a set damage, like 1/8th of any Pokemon that enters (or 1/6th for 2 layers), or better yet just nerf the amount of damage it does in the first place. Bug and Ice Pokemon did nothing to deserve this punishment.
