Depends what you mean by balanced. Dream world gen 5 was fun and not exactly set up weather to win since literally everything was in the game, like Shadow Tag Chandelure to kill politoed, Meloetta was a common threat and overall it was the "everything is broken, so nothing is" meta
Outside of that, DP post-Garchomp was probably the most balanced. Platinum introduced Scizor to Bullet Punch, so I wouldn't call that balanced, especially when the meta devolved into Scarf Jirachi and THE BUTTON
