Ingame, this would be really helpfull for a team's underleveled NFEs, as 50% in Attack and Sp.Attack should bring them up to par.
Competitively, sure, why not? Is it really that bad to have a little more variety, all while strengthening NFE's?
Offensive threats like Scyther would love this. Scyther already tends to run Choice Band, and now it can have the same power but not be locked, as well as run status moves like Swords Dance.
So, it no doubt buffs underused pokemon, it trumps life orb without making it obsolete, and it by no means breaks the meta.
