OK, the best move Flareon can use on a Garchomp is Hidden Power Ice. Offensively, anyway.
Let's look at it this way: Flareon cannot outspeed Garchomp unless it's bulky Garchomp, or it's Scarf Flareon.
252+ SpA Flareon Hidden Power Ice vs. 0 HP / 0- SpD Garchomp: 296-352 (82.9 - 98.5%) -- guaranteed 2HKO
So, Scarf Flareon isn't going to KO even negatively invested Garchomp with a HP Ice. We can rule that out. So the other option is that it's defensive Chomp, and even defensive Chomp with zero investment (which is incredibly rare, usually they outspeed Bisharp) requires Flareon to run Timid to outspeed.
252 SpA Choice Specs Flareon Hidden Power Ice vs. 252 HP / 0 SpD Garchomp: 360-428 (85.7 - 101.9%) -- 12.5% chance to OHKO
OK, so if it's a Specs Flareon there is a TINY chance that it KOes. But, Life Orb Flareon doesn't actually KO:

OK, so the only scenario in which Flareon wins offensively is by getting lucky with a 1 in 8 chance to KO, using a fucking terrible set with Choice Specs which any sane player would immediately see as being awful. Let's see defensively, then:
0 Atk Garchomp Earthquake vs. 252 HP / 252+ Def Flareon: 266-314 (79.6 - 94%) -- guaranteed 2HKO after Leftovers recovery
Garchomp easily outspeeds and destroys Flareon before it can even burn or do anything.
So what actually happened is you lied, and Flareon didn't beat Garchomp, something else weakened it or burned it or it caught Chomp on the switch, which is not 'breaking' Garchomp.
