Why all the mascot Legendaries have shiny versions of themselves if Game Freak "blocked" them?

Also so in case they want to make them available in later games, like the Tao trio. Or even more likely, use the shinies as cheap distributions.

Moving onward, it's a failsafe, just in case, if you're talking of event legends.

In previous gens, Ho-oh was given a legal shiny. I think it's to deter SR'ers and just advance the story if you're speaking of gen 6 legends.

They're blocked because if they were one of a kind Pokemon it wouldn't make much sense if they were a variant of the original.

Their shinies are available in ORAS because it's implied the legendaries you catch come from different dimensions so there's a chance in one of those alternate dimensions for a shiny one to exist.

Not all shinys are related to the normal colored versions. Some of them are things like the Red Genesect or (presumably from an alternate world) Shiny Arceus
