The user of Freeze-Dry does not use any water at all. The target is exposed to intense cold coupled with extremely low pressure. Under such conditions, liquid water freezes into ice before sublimating directly into a gas. This process dehydrates the target (duh) which is unpleasant in general and especially bad for Water-types in particular.
