Landorus is an unusual example. Sheer Force is his hidden ability, right? He was pretty powerful with it. Downright dangerous. They banned him because the meta couldn't handle his unexpected power level (He was unpredictable. One moment, he could be mixed, next moment, he could be Physical, et cetera).
Eventually, the meta "adapted" by having a bunch of megas and newly released HA's. Since then, he's been unbanned. Thundurus took a hit because of new mechanics. This doesn't mean they aren't powerful. That's far from the truth. However, power creep seeped in and pushed them downward.
However, rumors of a future Landorus suspect are afoot.
Anyway, the point is that there's one moment where they could "balance" things by banning them (Greninja, Blaziken, and Genesect as examples), but another moment, they could unban it for reasons (Kyurem B is unbanned because of his crap movepool, but that doesn't stop people from using him, and Tornadus went unbanned because of FlySpam and underwhelming power due to new megas).
TL:DR, Yes, it's a never ending cycle, but it only gets more powerful.
