I don't consider Charge Beam because it's a piss-poor choice on the Brutal Pokemon and it still won't save you against the ~27% of Azumarill that run Assault Vest. If I really wanted to lure Azumarill, I'd run Head Smash and some extra Attack investment. Still a terrible move for Hydreigon, but it's a better chance at a 2HKO than Charge Beam.
