It's essentially a Confuse Ray that makes you do nothing, rather than hit yourself.
I think only a few things would run it, just to be annoying.
The worst thing would be something that would both confuse and attract. With parahax for bonus points

Because it provides depth to the game. If it did then pretty much every pokemon would have a guaranteed unyielding confusing move.

Also because pokemon are animals that only assumedly only care about reproduction and don't have complex social constructs like homosexuality. A better question is, why does Attract work with two pokemon with incompatible egg types?
