I am Not trying to defend this thing firepower, i am just asking why it is uber when its as frail as lopunny and its speed pre-mega is sucky

Because in Smogon rules you're only allowed to have one moveset that's strong, and if you can run multiple sets that do well you're Super OP and need a ban.
