You have apex predators, you have dominant herbivores, scavengers, etc.
This is quite similar in Pokemon where a region far removed from Nipponese based locations have different pokemon performing similar roles as the token starters, regional bug, regional bird, regional rodent, etc.
Unova did not "steal" from Gen I. It's bound to happen because that is the way the real world works.
Now the thing is, if you only add a few dozen new pokemon on top of an already massive collection of old pokemon, then you are bound to keep seeing/using the same pokemon.
Unless new lines come in to challenge other established lines, the immersion and the game would not feel fresh at all.
See how monotype challenges are much more interesting now. Because we have several birds, crustaceans, fish, etc, to choose from.
