If we define "good offensive stats" as >100 base offense and Speed, Weavile is the ONLY Ice-type that qualifies. To say that Game Freak isn't even trying to make good Ice-types is such a MASSIVE understatement it's a wonder that merely typing that phrase doesn't cause the internet to collapse in on itself. Holy fucking shit.
The first step to fixing the Ice-type is actually making good Ice-type Pokemon. Saving the type on defense would require at least three new resists, which will never happen; saving it on offense would take, like, a Starmie clone based off of a comet, an arctic wolf, and a saber-toothed tiger. Shit like that.
