Gen 2 sold entirely on the Pokehype of the first games while being extremely subpar games in almost every aspect
including designs, they weren't as limited as they were with the Gameboy they could have made much more complex and appealing designs yet they opted not to. to the point where they needed Iwata to fix their shit for them at the cost of areas and features in the original. You also have to think about how many assets the reused too which just makes it plain unacceptable
Then there was the lack of thought put into the progression of the game which made it into the remakes several years later when they had more experience under their belt and SHOULD have known how bad it was.
It was by far the worst handled generation and games bar none. Even when you include ORAS, DP and RB.
