Omega Ruby/Alpha Sapphire if you care about tutors/any semblance of postgame.
X/Y if you want to play the same single player again with different names.

Also, 3DS XL is better in almost every case.

Omega Ruby/Alpha Sapphir or XY, they're both fun so either works really. ORAS is more up-to-date and has all the legendaries plus Deoxys available as well as move tutors.

The one thing about the xl is that you can't change the face plate, if that's something you care about. Otherwise it's awesome. Makes my old 3ds feel tiny.

Black and White 2 are probably the best Pokémon games in recent years, but if you pick it up as a 3DS game, you'll probably be disappointed.

Get Omega Ruby / Alpha Sapphire. If you enjoy it, consider playing BW2 afterwards.

ORAS are great, and perhaps the best games so far. Many of the mechanics make it easier to catch Pokemon and complete the Pokedex, and it has new postgame content that you'll love if you like the originals. But if you're looking for something new, then X/Y would be great too. It has lots of references to Gen. I and Pokemon from all generations are equally available, so it won't feel alien after not having played many of the other games. X/Y seems to embrace the fact that Pokemon is almost 20 years old and has many older fans, so it might be a good fit for you.
