Quite a while ago after I made a "Gen 1-ized" version of Haxorus somebody requested the same for Lucario. It's probably been a year, but here it is.

Those are standard style eyes that I used Alakazam, Primeape and Hypno for. Here's the standard eyes though. Only a certain archetype in gen 1 did use those eyes though. Certainly not universal.

Perspective, they don't super make sense on the actual design and sugi. But also due to its inspirations having sideways pointing ears. And an analysis of other dog inspired gen 1 designs that have sideways pointing ears, like those pictured.

Why did the art become so shitty after the first few gens? Just look at newer Pokemon in the old art. It's ridiculous how much of a visible improvement there is and I fully believe Gen III and V had the most colorful designs. I'm not a nostalgiafag in the slightest.

First, you must understand why the Pokemon looked the way they did. A lot of Gen 1 Pokemon had very few colors, to reflect how the Game Boy only had a monochromatic screen. For example, Staryu is orange, yellow, red. Mewtwo is white and purple. Gen 2 pokemon were slighty more colorful gen 1 Pokemon, and had a tiny bit more detail despite the GBC being just a Game Boy that could display in color. Third gen Pokemon are when the colors started getting completely crazy, because the GBA had much better coloring than the GBC. Fourth gen onwards is when "overdesigned" came to be, because the new hardware could actually display pokemon with a bunch of spikes and clashing colors and dozens of detailed feathers being spread out.

In short, the hardware directly influenced how the actual art of the Pokemon looked. With that, Lucario would just have simpler colors, and maybe the spikes could be omitted if you couldn't show them in a 64*64 canvas.

Sugimori was no longer the art guy starting at Gen 4, Chipmunk-sama was. Gen 3 appeared to be the last where Sugimori was the art guy, as the characters and Pokemon looked really nice with their poses, expressiveness, and colors. I'm talking shit about how Pokemon look in the new art style. Pokegirls always look good and the new style has a more "clean" and "new" feel, but it's so expressionless for the Pokemon themselves. Imagine how good and dynamic something like Reshiram with that unique body shape and fur would look in Gen I's art.

Maybe just make the ears black, and the inner ears that cream color.
If you look, only points of emphasis are blacked out on the body, and the ears are pretty well-emphasized on the head. It would fit better with the rest of the body.

FUN FACT: The GameBoy Color can display the exact same colors as the GameBoy Advance, the difference is that GameBoy Advance has more memory.

Now it just lacks any flavor. I like what you did with the body but there is no reason to remove the braids, just make them look less plastic. Also the eye mask was part of the design. Bring it back, and make the braids match its tail.

Looks better. Try experimenting with excising parts of the faceplate. For example try removing it from everywhere except a border around the eyes, try removing it from everywhere except the forehead-nose line.

I didnt touch the body, I reworked the head only.

The eye mask would look ugly with this configuration no matter what I do, which is why I chose to remove it. I'll give the dreds a shot though.

The first thing I thought when I saw lucario was 'Man those fucking spikes seem out of place.

I'm sure the GBC and GBA could both draw colors from a pool of 32K or so colors, but the GBC was more or less a better NES with how the colors looked. The GBC did have some rudimentary support for bitmap images, pic related was actually hidden inside a GBC game; Elmo in Grouchland. The NES didn't have such a thing, which would be understandable due to the hardware's age, except for the fact that the C64, which is older than the NES, also had rudimentary bitmap support.
