Ubers has had centralizing forces in the past, namely Kyogre, but you weren't forced to run it to win and it was beatable by other things (Palkia, Ferrothorn, Grassceus). But M-Ray threw all that out the window, becoming one of the most disgustingly centralizing forces in all of Pokemon history. And for that, it had to go.
As for P-Groudon, it's not at the level of M-Ray. The level of Gen 3-5 Kyogre, yes, but not Fug-tier.
