Maractus also gets Storm Drain, it's not a terribly -good- Pokemon but it has quite a lot of Doubles utility: Spiky Shield, knock off, helping hand, sucker punch, bounce, etc, as well as selfhealing in giga drain and drain punch.
Lumineon has storm drain and tailwind, along with bounce, defog, and decent bulk, but there's better stuff.
Lickiliky and Altaria with Cloud Nine (now that it's functionally Air Lock) are both great for disrupting weather. Golduck, not as much but it's an option.
In my personal experience with rated battle spot doubles, rain teams don't run enough things that can take out Shedinja, take out its counters, bring it out lategame, bam.
My boyfriend's had good luck using Swift Swim Beartic on his monoice team to disrupt rain, so that might be worth a try.
